Feb. 17

Meeting opened at 3:15
There are two amendments to the minutes of the last meeting: The proposal by SPED passed. And the comments on no fifth year program apply to elementary education program only; there is a fifth-year program for secondary education.

I. History department proposal to move the course on Viet Nam from a “topics” (115/315) to a regular course to be listed as History 350.
The course has now been offered five times as a topics course with general education status, and each time it has been considered a successful course by faculty and students. Students explore a broad spectrum of ideas even though the course covers a rather narrow timespan. They look at Asian history and French Colonial history. Moreover, they develop important skills in the study of history. Therefore, the course does address general education goals. The history department would like to cut down on the number of “topics” designated courses carried by majors.

Discussion: Why should the course be given a 300 rather than a 200 level designation? Assignments are more consistent with the 300 level. Students use both primary and secondary sources. 200 level courses are generally regional or topical survey courses such as Iowa history of history of Catholicism.
Discussion of the proposal to maintain a 115 (100-level topics) designation for the course along with the 350 led to a friendly amendment calling for the course to be listed as 150/350.

II. Language department proposal to add French, Spanish, and German 103 courses – these courses to be intensive courses covering 101 and 102 material in one semester.
The 103 courses would be intended for student with some previous experience in the language and with an acceptable score on the placement exam. A student who completed the 103 course in a language could then fulfill the general education requirement in language by taking 201 either on campus or abroad. The Language department hopes this, along with available scholarships, will help encourage study abroad.

Could current personnel offer 103 along with 101 and 102. In Spanish –yes. In French and German – probably not right now.
Discussion of the pre-requisites for admission to 103 led to a friendly amendment describing the pre-requisites as “a passing score on the placement exam or instructor permission.” This description will be added to each syllabus.

III. Education proposal to add a 1-credit hour Internship Seminar course. (EDLS 651)
Due to a communication glitch, not members of EPC seem to have received the proposed syllabus. Therefore, discussion to take place at the Feb. 17 meeting will be followed by an email vote by the end of the week.
The purpose of the addition will be to fill in gaps left by the move from K-6/ 7-12 licensing to K-12 licensing for persons in the EDLS program. The Current Internship (EDLS 650 – 3cr) does not fulfill requirements for supervising Special Education programs.

Discussion: A question was raised about the title of the course. The state keeps all syllabi on record and makes decisions based on the contents rather than on the title.
The Syllabus lists specific evaluation requirements for some activities and not for others. That difference is due to state requirements. Activities not specifically listed for evaluation are worked out between student and mentor.
Email vote completed on Friday, Feb. 20. Motion passed.
IV. ACCEL Proposal to add a certificate program in Organizational Leadership (added as appendix to these minutes)
This is an undergraduate certificate comprising a repackaging of existing courses. The certificate will be piloted through the program and the Rock Island Arsenel.

Will the program eventually be offered on campus as well? MOL anticipates proposing an interdisciplinary minor rather than a certificate for on-campus offering.
Could any of the courses eventually be applied to an MOL by a student who went on to the Masters program after taking the certificate? Perhaps PSCI 401 would apply.
What is the relationship between MGMT 399 and Soc 280? The MGMT number is listed as a topics. The topic in its initial offering will cover the contents of SOC 280.
A question was raised about pre-requisites. It seems that the Arsenel has some pre-requisites on its part. As for SAU, this is proposed as a stand-alone certificate. Pre-requisites listed for specific courses within the certificate will apply to those courses.

ACCEL second proposal: Change the core courses for the BBA and add a marketing major within the BBA (course listings added to this document as appendix #2).

Discussion: The intent is to maintain alignment between ACCEL program and the on-campus program for which changes were approved in their program review. The additiona of the marketing major reflects a genuine interest among ACCEL BBA students.
Changes include the combination of two stats courses and making ENG 315 (Written Business Communication) an elective. Additional changes are:

Is there sufficient in the curriculum? It is hoped that the WI courses will cover the needs of students. Grace Johnson will maintain communication with WI instructors regarding their satisfaction with student writing skills.
