Minutes of the Education Policy Committee

Tuesday, 25 September 2001  - Called to order at 3:16 p.m.

The minutes of the 18 September 2001 meeting were approved as distributed.

 

Special Education Program:  A motion to approve the proposed Special Education Endorsement program was made by Kris Eitrheim and seconded by Pam Long.

Barb Wiese presented the rationale for creating this new endorsement.  The program follows the soon to be adopted Code of Iowa requirements for special education educators in Iowa schools.  The State changes will be effective on and after 1 January 2002.  If approved, the new program will replace the endorsement program in the current catalogue when the new catalogue is published for 2003/2005. 

            The program is designed so an undergraduate education major can complete the total degree program in four years if 17 to 18 credit hours are taken each semester. 

            The syllabi are not yet fully developed for the new courses, but they will be in place during spring 2002.

            Illinois has not yet established a clear special education endorsement plan because of litigation pending against the state.  The understanding is that what we are creating here will probably be acceptable to Illinois state authorities when they do finally settle on a plan.  There are currently major differences in the view of special education preparation and specialization between the two states.  Illinois endorses K-12 while Iowa endorses K-6 and 7-12, for example. 

            Concerns over inconsistencies between the course names and numbers on the Course Name and Number sheet and fact sheets for 311, 411, 416, and 417 in the packet were noted.  The corrections will be made. 

           

The motion passed and the endorsement will be listed in our 2003/2005 catalogue.

 

Social Work Course Approvals: A motion to approve as new courses International Social Work & Social Welfare and Exceptional Child for Social Work was made by Terry Schlabach and seconded by Kris Eitrheim.

            Pam Long explained the proposal before the committee.  The exceptional child course is a redesign from the PSYC offering in order to better address the needs of the MSW student.  The institutions approving school social work certification require that the course carry a graduate level MSW number.  The focus is especially designed for our students seeking school social work positions in Illinois.  There is some possibility that the course will carry a dual listing MSW/PSYC.

            The lack of specific course numbers was addressed, and the Curriculum Committee will deal with that.  When numbers are assigned, the EPC will be informed. 

            The International Social Work & Social Welfare course provides added opportunities for our program to include instruction focusing on international social work issues.  The flexibility of the 1-3 credit hours and open point of presentation will make this a highly attractive elective for the program.

 

The motion passed.

 

Three proposals from General Education: Each of the three proposals from Gen Ed were moved in the order presented by the Gen Ed committee.  A motion to approve a change in wording in the section dealing with the Group I – Humanities from {12 credits} to {11-12 credits} was moved by Kris Eitrheim and seconded by Pam Long.

            The change will allow students to include one of several music courses that are offered for two (2) instead of three (3) credit hours in the four courses needed to fulfill this academic discipline.

 

The motion passed.

 

A motion to approve the change in course distribution from the old system to the new four categories was moved by Cathy Daters and seconded by Terry Schlabach.

            Rich Legg mentioned that all departments have been informed of the need for them to make any changes in the assignation of courses, and they have been given ample opportunity to add or drop courses from the list.  The Basic Musicianship (MUS 101) will be deleted from the list.  The Gen Ed committee is awaiting final confirmation of the status for IS 101, 103, and 210. 

 

The motion passed.

 

A motion to approve the new procedures for approving General Education courses in the discipline areas was made by Pam Long and seconded by Kris Eitrheim.

            The prime focus of the process is on having courses satisfy the program of study for Gen Ed and not be side-tracked by important by extraneous issues. 

            The meeting suggested between departments seeking course approval and the head of Gen Ed is intended to keep the head in a consulting rather than a policing role.

 

The motion passed.

1. Approval of new course - LEAD 201: Introduction to Leadership 3 credits and approval for general education status as social science and/or humanities (Parsons)

 

2. Approval of 7 new courses EDUC 340- Teaching English/Language Arts in Secondary Schools (English majors), 341 Teaching History and Social Sciences in Secondary Schools (History, economics, political science majors), 342 Teaching Business in Secondary Schools (General business majors), 343 Teaching Science in Secondary Schools (biology, chemistry, physics, general science majors), 344 Teaching Foreign Language in Secondary Schools (Spanish, French, German majors), 345 Teaching Speech and Theatre in Secondary Schools (Communications/theatre majors), and 346 Teaching Psychology/Sociology in Secondary Schools (Psychology/Sociology majors), - 1 credit each (Seeber)

 

3. Name Change MUS 122 from String Ensemble to Symphony Orchestra and approval of a new course MUS 104 - Piano Class I -1 credit (Mast)

 

4. Approval of a revised curriculum for an International MBA to be offered in Shenyang, China starting summer, 2002 including 13 courses with no electives. One new course will need to be created in Leadership and Ethics to replace Leadership Through People Skills. (O'Leary)
