Assesses matters such as overall effectiveness and efficiency; compliance with established policies, procedures, and government standards, and accomplishment of intended goals and objectives. Performs comprehensive analyses of overall operations in situations where decisions are complicated by the diversity of functional programs and operations, and conflicting requirements. Conducts the formulation and justification of the agency's budget for submission to commissioners, OMB and Congress, including: developing new methods and techniques of budgeting; interpreting the call in light of OMB, Treasury Department, agency, and Congressional regulations, directives, and policies; reviewing, analyzing, revising, and making recommendations or modifications to office/division budget requests and justifications; developing strategies for resolving conflicts such as reductions in budget authority coupled with the expansion of program activities and staffing needs, and infrastructure development needs; and interpreting and assessing the impact of new and revised congressional legislation on the formulation of budgets. Ensures?jointly with M&E and other colleagues?that Impact Evaluations and other economic studies are designed to answer key policy and development question and are planned and undertaken (either in-house or by external consultants) using appropriately rigorous methodology and taking due account of project design features and implementation plans. You must be able to work evening and weekend hours and be able to learn new technologies quickly.  A minimum of 3 years experience of operating in a Windows environment is required. You must also have knowledge of Microsoft Productivity suites, Microsoft SysPrep, Symantec Ghost, and be a Dell desktop certified technician. A Bachelor’s degree and 4 years of experience with preference given for a degree in the Computer Science field are required.
