College Basic Academic Subjects Examination (C-BASE)
Before gaining full admission to the St. Ambrose Teacher Education Program, students must provide documentation of meeting the College Basic Academic Subjects Examination (C-BASE) requirement. The composition of the test contains English, writing and mathematic sub-sections comprised of multiple choice questions and essays.
Southeast Missouri State University has an excellent web site providing C-BASE study sessions for math or English. The Assessment Resource Center at the University of Missouri also has useful information on C-BASE. Dr. Tracy Schuster-Matlock (563-333-6107) will also be glad to answer questions.

Portfolio Information
The Teacher Education Program prepares and assesses its majors in a variety of ways to become caring, qualified, and competent teachers. Teacher education majors are required to complete a portfolio while studying at SAU. The portfolio must be completed by the end of the student teaching semester in order to apply for state licensure. Student portfolios are monitored and assessed throughout the program.
Early Childhood education majors construct a portfolio based on the State of Iowa Competencies for Early Childhood Education. Designated coursework, practicum experiences, and student teaching are used as artifacts to showcase majors’ abilities to meet the State of Iowa Competencies for Early Childhood Education.
Elementary, Secondary, and K-12 (Art, Music, & Physical Education) education majors also construct portfolios. These portfolios are based off of Charlotte Danielson’s (1996) Enhancing Professional Practice: A Framework for Teaching. Designated coursework, practicum experiences, and student teaching are used as artifacts to showcase majors’ abilities to meet the 22 Components of Professional Practice as noted by Danielson.
Note: Both Early Childhood Education competencies and Danielson’s Components of Professional Practice are aligned with state required INTASC standards.

Praxis II
The Iowa Department of Education recently received word from the U.S. Department of Education that every new Iowa elementary teacher completing a state approved teacher preparation program in the 2006-2007 school year must take a content test in order to be considered Highly Qualified under the federal legislation No Child Left Behind. The requirement applies only to candidates seeking the ECE or Elementary classroom endorsements; candidates in secondary and K-12 programs (art, P.E, music) are not included. Students can take the Praxis II test at any time prior to program completion.
For candidates graduating after Sept. 1, 2007, the following scores must be attained in order to be recommended for Iowa licensure:
Test 0011 - a score of 151
Test 0014 - a score of 142
Teacher education candidates may choose either of two Praxis II tests:
- Elementary Education: Curriculum, Instruction & Assessment: Content Knowledge (10011)
- Elementary Education: Content Knowledge (10014)

Teacher Education Appeal Process
Purpose of the Teacher Education Program Appeal Committee
The primary purpose of the Appeals Committee is to allow students in the Teacher Education Program (TEP) due process, as required by the Iowa Department of Education, Board of Educational Examiners, in the education major.
Therefore, students:
- whose overall performance academically is below the standard of 3.0 in the teaching content major, 3.0 in the education major, and/or 2.7 in the cumulative grade point,
- who have not achieved a satisfactory score of 235 on the subtests of English, writing and math on the College Basic Academic Skills Examination (CBASE) within three administrations, or
- who wish an exemption from stated student teaching requirements or other TEP criteria can be reviewed by the Committee.
Appeals must be initiated by the student through consultation with the Assessment Coordinator and follow the procedure outlined below:
- Obtain the petition form from the Assessment Coordinator or the Administrative Assistant to the Coordinator.
- Fill out the petition completely.
- Submit the petition to the student’s academic advisor for the advisor’s comments.
- Submit the petition to the Coordinator.
- Receive timely notification of the Appeals Committee meeting date and time, which may be attended by the student and advisor.
- Receive results of the Committee’s decisions by mail.
- May appeal the decision by filing a written petition to the Dean of the College of Education and Health Sciences (CEHS).
